No. I think the groove you are referring to is just the groove that the steel door skin wraps around. If your weatherstrip isn't sufficient, then its likely the door isn't plumb... or lacks corner pads... or needs a threshold adjustment or the strike plate could be adjusted so the door shuts tighter. What is your issue specifically?
